Methods of Administration (MOA) Civil Rights Compliance Review Program (Central Region- Afternoon)

Webinar Description The Methods of Administration (MOA) Civil Rights Compliance program is required by the United States Department of Education, Office for Civil Rights to ensure that services, activities, and programs are equitable for all students regardless of race, color, national origin, sex, and disability status. New Jersey Comprehensive High School Districts and County Vocational Technical School Districts that offer career and technical education programs are required to ensure that services are open to all students. The goal of this program is to foster education excellence, equity, and access in career and technical education programs.

As a critical component of the regional sessions, participants will be provided with the opportunity to understand the requirements set forth under the Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Disability in Vocational Education Programs (34 C.F.R. Part 100, Appendix B and 34 C.F.R. Part 106, Appendix A) and the implementing regulations set forth under the Civil Rights Act of 1964 (Title VI), the Education Amendments Act of 1972 (Title IX), and the Rehabilitation Act of 1973 (Section 504).

Participants will be able to understand how the civil rights process incorporates career and technical education programs/program of study to create a positive impact on students in career and technical education.

The sessions will enable subrecipients that offer CTE programs/programs of study to understand the landscape of civil rights compliance through the MOA program. We recommended that the CSA or designee, Perkins Directors, Title IX Coordinators, and Section 504 Coordinators attend one of the regional sessions.
