Limited CE/CEAS Five-Year Pilot Application and Data Collection

LEAs interested in participating in this pilot program must sign-in to access and submit their application. Applications will be accepted on a rolling basis and processed as they are received. The NJDOE will review applications as expeditiously as possible and provide a response to each applicant via the County Offices of Education within five business days of receipt.

This folder is also used to collect data from participating districts.

If your district participated in the Limited CE/CEAs Pilot Project during the 2022-2023 school year. Part of the underlying legislation requires the Department to issue a report to the State Board of Education on the progress of the pilot project. The Department compiled all available data regarding your school district and the educator’s participating in the pilot project, for your verification. Each participating district must login into NJ Homeroom and download the form (Excel spreadsheet). On the directions and certification tab, you must enter contact information and answer seven questions.

Once you have completed that tab, the limited certificate tab contains prepopulated data elements for your school district which are the name of the school(s) participating, name of the employed teacher with the Limited CE or CEAS, the job code and the demographics of the teacher and the school district staff.

There are an additional four questions that your school district must respond to on the form, they are:

• Was the person employed in the LEA during the 2022-2023 school year? (Y/N) • Did the teacher stay in that position the entire 2022-2023school year? (Y/N) • Did the teacher return to the same position for the 2023-2024 school year? (Y/N) • Is the teacher taking steps toward obtaining a standard certificate? (Y/N)

Computer Systems Disclosure Note

  1. New Jersey State Government System

    You have accessed a New Jersey Government Information System that is provided to conduct State of New Jersey business within policy guidelines.     You are hereby notified that use of this system constitutes consent to monitoring and auditing of printed, computer or electronic information to ensure that all uses are consistent with the State of New Jersey policies and interests. Information related to suspected internet or computer use violations shall be provided to the Office of Employee Relations for investigation.

  2. Criminal or Civil Liability

    The Federal Computer Fraud Act of 1986 and applicable Federal and State of New Jersey laws declare that unauthorized or attempted unauthorized access, use, alteration, destruction, or damage to this system or to any data applications that may be accessed through this system may subject you to criminal or civil prosecution. Entering the user id or proceeding further acknowledges your understanding of the above.

  3. New Jersey Government System Monitoring

    All persons are hereby notified that use of this system constitutes consent to monitoring and auditing, and acknowledging that monitoring is being performed. Monitoring is performed by electronic software that will maintain a record of all sites visited by logon-id with date, time, and duration of such visits. Electronic logging of all site visits is an automatic feature of the monitoring of software and will be reviewed on a random basis. Furthermore, if network degradation is noticed on the system, it will be reviewed by the Network Support Staff. Information obtained during such monitoring shall be used to support statistical upgrade studies and for management reporting. Information related to suspected Internet or computer use violations shall be provided to the Office of Employee Relations for investigation. Continuing beyond this screen is acknowledgement that you have read, understand, and will comply with these directives.
